Motorcycles-Headgear No person may operate or ride upon a motorcycle upon a highway unless he or she wears upon his or her head protective headgear reflectorized in part and of a type approved by the commissioner. The headgear shall be equipped with either a neck or chin strap. (Added 1967, No. 264 (Adj. Sess.), § 1.)
Just what the heck is protective headgear reflectorized in part and of a type approved by the commissioner? Department Administrative Rule The Commissioner approves motorcycle protective headgear which meets the specifications adopted by the Motorcycle, Scooter, and Allied Trades Association, the America Standards Association Inc., Z90.1, or the U.S. Department of Transportation Federal Motor Vehicle Safety Standards, 218, and amendments thereto and for which the American Part I - 25 Association of Motor Vehicle Administrator’s Equipment Approval Certificate has been issued to. Reflector Requirements: Each helmet shall have reflectorized surface or have securely affixed thereto reflectorized material on both the left and right side of such helmet. Such reflectorization must cover an area of at least four (4) square inches on each side of the helmet. If reflectorization material is attached to the helmet, it must be affixed with a suitable weatherproof and water resistant adhesive substance.
tinted concerns Title 23: Motor Vehicles Chapter 13: Operation Of Vehicles 1257. -Face protection If a motorcycle is not equipped with a windshield or screen, the operator of the motorcycle shall wear either eye glasses, goggles, or a protective face shield when operating the vehicle. The glasses, goggles, or face shield shall have colorless lenses when the motorcycle is being operated during the period of 30 minutes after sunset to 30 minutes before sunrise and at any other time when due to insufficient light or unfavorable atmospheric conditions, persons and vehicles on the highway are not clearly discernible at a distance of 500 feet ahead. Subject: Motor vehicles; motorcycles; helmets
Statement of purpose: This bill proposes to amend the motorcycle helmet law by:
(1) Requiring all persons riding on a motorcycle who are under age 21 to wear a helmet.
(2) Requiring all persons riding on a motorcycle to wear a helmet when the operator has had a motorcycle endorsement for less than one year.
(3) Providing that persons not referenced above have the option of wearing a helmet.
AN ACT RELATING TO MOTORCYCLE HELMETS
It is hereby enacted by the General Assembly of the State of Vermont:
Sec. 1. 23 V.S.A. § 1256 is amended to read:
§ 1256. MOTORCYCLES- HEADGEAR Motorcycles; Headgear
Use of motorcycle helmets shall be as follows:
(1) No person under the age of 21 may operate or ride upon a motorcycle upon a highway unless he wears upon his head or she is properly wearing protective headgear reflectorized in part and of a type approved by the commissioner. The headgear shall be equipped with either a neck or chin strap.
(2) No person may operate or ride upon a motorcycle without the protective headgear referred to in subdivision (1) of this section if the operator has held a motorcycle endorsement for less than one year.
(3) All other persons operating or riding upon a motorcycle shall have the option of wearing protective headgear.

I have my Pop's old helmet from Vermont. It has little pieces of reflector tape on the sides.

Not that it's a revelation, but I doubt too many officers bother with the reflector law, unless the rider goes roadside lawyer or cracks wise during a stop. On the other hand, I suppose the lack of reflector offers cause for a stop, especially when license plates are from 1,000 miles away. "You in a heapa trouble now boy!

The whole helmet requirement for under 21's and under a year is nice but it just gives the officer another reason to pull someone over for the heck of it.
"Just wanted to see if you were over 21 and had your license over a year. Now that we're talking I'll check your insurance and run your plates and might as well see if you have an warrants and you know, we don't really like out of towners in these parts...it could take a while..."

But, if everything is legit on your side, you dont really have anything to worry about. I understand your point, but if I get pulled over, I'm not worried about my tags or insurance or warrants, because I know its all taken care of.
