shim question

i jsut got in my order of new jets and shims to do my carbs and have a random question.
while sliding the shims on the needles, they stop at the sholder of the needle.
question is,
are they suppose to stop or slide on down the shoulder to the head?
these stop on the shoulder of the needles and makes the needles sittup a lot higher.
is this normal?
any help would be appreciated,

no,the shim should sit at the top of the needle. Sounds like your shim is too small.
